STANDING ROCK SIOUX INDIAN

2016-2017 FALL TURKEY PROCLAMATION


The Standing Rock Game and Fish Commission held a meeting on July 13, 2016 went on record to open the 2016/2017 Fall Turkey season.

Pursuant to the Standing Rock Sioux Tribe, Code of Justice, Title IX “Fish and Wildlife Conservation Code”. The governing of all taking of game and fish species by Indians within the exterior boundaries of the Standing Rock Sioux Reservation as defined by the Act of March 2, 1889, Stat. 888, and by non-Indian within the exterior boundaries of the reservation as defined above on lands held by United States in trust for the Tribe or for Indians.

The Tribe shall manage the fish and wildlife resources of the reservation primarily for subsistence use by tribal members. Non-members may be allowed the privilege for taking fish and wildlife only at times and places and under conditions deemed appropriate.

I HEREBY DECLARE AND PROCLAIM:

1. That it is hereby established that the Fall Turkey Season will be
commencing at sunrise to sunset. Elderly/Members will be from Sept. 10, 2016 thru Jan. 31, 2017.  All others from Sept. 24, 2016 thru Jan. 31. 2017.  
 

 
2. That the bag limit is:  two turkeys of any sex. 

3. Only shotguns or muzzle loaders are permitted. NO RIFLES PERMITTED. That all members and non-members are eligible, provided they apply for and have in their possession a valid license for Fall turkey season issued by an authorized tribal representative.
That fees for such purposes are set as follows:

ENROLLED MEMBERS, RESIDENT/NON- MEMBER,
NON-MEMBER-NONRESIDENT.

(Enrolled elderly and handicapped free.)

4. That this season for turkey shall apply to all lands located
within the exterior boundaries of Standing Rock Indian
Reservation as defined by the Act of March 2, 1889; 25 Stat.
888, further, that all permit holders will be expected as a
matter of courtesy to request permission to hunt from all
trust, allotted and fee patent landowners. Gratis license
holders (individual owned and fee patented landowners)
may hunt only for subsistence purposes during the season,
provided the Conservation Officers are advised.

5. That licenses and special permits shall be issued in a
manner and form prescribed by the Game and Fish
Commission and in accordance with law. 

6. That any Indian or non-Indian under fourteen (14) years of
age who reside on the reservation and has passed a
Hunter Safety Course shall be permitted to hunt only if
Accompanied at all times when hunting with a licensed
person of at least twenty-one (21) years of age.

All provisions U.S.C. 18 U.S.C. 1164-65 and all provisions of the Standing Rock Sioux Tribe’s “Conservation Code” shall be enforced. These provisions of tribal law are also covered and enforced in accordance with the Lacey Act of 1981.

All revenues collected for these purposes shall be used towards the expansion and renovation of wildlife habitat’s, recreational areas, wildlife mitigation areas and the tribal buffalo herd and for defrayment of administrative expenses.

All hunting and fishing within the boundaries of the reservation are governed in accordance with Tribal Law, Title IX, entitled “Fish and Wildlife Management and Conservation Code” as defined within:
