STANDING ROCK SIOUX INDIAN RESERVATION
2016/2017 FISHING/SMALL GAME/PRAIRIE DOG PROCLAMATION

The Standing Rock Game and Fish Commission held a meeting on July 13, 2016 went on record to open the Fishing/Small Game/Prairie Dog season.

Pursuant to the Standing Rock Sioux Tribe Code of Justice, Title IX, entitled “Fish, Wildlife, Management and Conservation Code”. The governing of all taking of game and fish species by Indians within the exterior boundaries of the Standing Rock Sioux Reservation as defined by the Act of March 2, 1889, 25 Stat. 888, and by non-Indians within the exterior boundaries of the reservation as defined above, on lands held by the United States in trust for the Tribe or for Indians.

The Standing Rock Sioux Tribe shall protect and manage the fish and wildlife resources of the reservation primarily for subsistence use by tribal members. Non-members, may be allowed the privilege of taking of fish and wildlife only times and places and under conditions deemed appropriate.

I HEREBY DECLARE AND PROCLAIM:

1. That it is hereby established a Fishing/Small Game/Prairie Dog season is open year round. Elderly and enrolled members can purchase a Sportsman License.  This license will include fishing, prairie dog, small game and furbearer.


2. That all Indians and non-Indians are eligible, provided, they apply for and have in their possession a valid license issued by an authorized Tribal representative. That fees for such purposes set as follows:

SPORTSMAN  LICENSE  -  $5.00
 

SMALL GAME – Rabbit and Squirrel

Non-resident/non-member - $30
 

PRAIRIE DOG

Enrolled members are required to purchase a license when fishing Lake Oahe and any waterway or impoundment within the exterior boundaries of Standing Rock Reservation. 

Non-enrolled members are required to purchase a tribal license to fish impoundments or waterways that are managed by the Standing Rock Sioux Tribe and within the exterior boundaries of the Standing Rock Reservation.

Non-enrolled members that are fishing Lake Oahe are required to purchase a state license from the state where they are fishing. Fishermen are to follow the regulations of that respective state.

3. That this season for Fishing/Small Game/Prairie Dog shall apply to all lands located within the exterior boundaries of Standing Rock Indian Reservation as defined by Act of March 2, 1889, 25 Stat. 888, further that all license holders will be expected as a matter of courtesy, to request permission to hunt from all trust, allotted and fee patent landowners.


4. That any Indian or non-Indian under fourteen (14) years of age who reside on the reservation and has passed a “Hunter Safety Course” shall be permitted to hunt only if accompanied at all times when hunting with a licensed person of at least twenty-one (21) years of age. 

5. Prairie Dog no bag limits.

6. Fishing Regulations, limits and lengths are as follows:

Concerning enrolled members regulations apply to Lake Oahe, Grand River, Cannon Ball River, Prairie Dam #1, Bullhead Dam, and all other impoundments managed by the tribe located within the exterior boundaries of Standing Rock Reservation.

SEASON DATES: The fishing season runs from January 1 to December 31 of the present year.

POLES AND ICE FISHING: Four poles are allowed per person and 4-20” holes per person when ice fishing.

All provisions U.S.C. 18 U.S.C. 1164-65 and all provisions of the Standing Rock Sioux Tribe’s “Conservation Code” shall be enforced. These provisions of tribal law are also covered and enforced in accordance with the Lacey Act of 1981.

All revenues collected for these purposes shall be used towards the expansion and renovation of wildlife habitat’s, recreational areas, wildlife mitigation areas and the tribal buffalo herd and for defrayment of administrative expenses.

All hunting and fishing within the boundaries of the reservation are governed in accordance with Tribal Law, Title IX, entitled “Fish and Wildlife Management and Conservation Code” as defined within:
