2025 TRIBAL ELK PROCLAMATION

WHEREAS, the Standing Rock Sioux Tribe, Code of Justice, Title IX “Game, Fish and Wildlife Conservation Code” governs all taking of game and fish species by Indians within the exterior boundaries of the Standing Rock Sioux Reservation as defined by the Act of March 2, 1889, Stat. 888, and by non-Indian within the exterior boundaries of the reservation, as defined above on lands held by United States in trust for the Tribe or for Indians; and

WHEREAS, the Standing Rock Sioux Tribe, Code of Justice, Title IX “Fish and Wildlife Conservation Code” Section 9-105 sets forth the purposes of the Game, Fish and Wildlife Conservation Department and the Game, Fish and Wildlife Conservation Commission to manage the fish and wildlife resources of the reservation primarily for subsistence use by tribal members, and authorizes Non-members to take fish and wildlife only at times and places and under conditions deemed appropriate; and

 

WHEREAS, the Standing Rock Sioux Tribe, Code of Justice, Title IX “Game, Fish and Wildlife Conservation Code” Section 9-105 authorizes the issuance of an Annual Proclamation setting forth the conditions on the taking of wildlife; and

 

WHEREAS, the Standing Rock Sioux Tribe, Code of Justice, Title IX “Game, Fish and Wildlife Conservation Code” Section 9-104(5) authorizes the Game, Fish and Wildlife Conservation Commission to set the fees for licenses and the length of any hunting season and the fees charged for licenses; and

 

WHEREAS, the Standing Rock Game, Fish and Wildlife Conservation Commission held a meeting on March 22, 2025 and passed a Motion to authorize a 2025 Big Game Elk Season subject to the conditions, fees, and limits set forth herein; now therefore:

 

I HEREBY DECLARE AND PROCLAIM:
 

  1. There is hereby established a 2025 Tribal Elk season commencing at sunrise to sunset as follows:
     

Season dates:

Archery: Aug. 30, 2025 – Dec. 31, 2025

Rifle: Sept. 27, 2025 – Dec. 31, 2025

 

  1. The Number of Licenses Authorized, by classification are:

 

Districts: 10 cows for Districts (2 licenses for Long Soldier and 2 licenses for Bear Soldier, all other Districts are 1 license)

 

Enrolled Members, including Elderly, Disabled and Veteran Members: 10 cows and 8 Bulls (lottery)

 

Non-Resident & Resident Non-Members and Affiliated Members: 8 cows (lottery)

 

Non-Resident & Resident Non-Members and Affiliated Members: 8 bulls (4 auction and 4 lottery)

 

  1. The License and Lottery Costs Are:

 

Districts: No Charge.

 

Enrolled Members: Lottery Cost: $5.00 per entry up to 5 entries. License Cost: Cow or spike or raghorn (all defined as “cow” tags) $100.00. Bull: $200.00

 

Non-Resident & Resident Non-Members and Affiliated Members: 8 cows Lottery Cost: $20.00 per ticket up to 5 entries. License Cost: $ 1000.00

 

Non-Resident & Resident Non-Members and Affiliated Members: 4 Bulls Lottery: $20.00 up to 5 entries – License Cost: $ 3,500.00. Auction is to the four highest bidders. Minimum Bid requirement is $7,500.00.

 

  1. ALL HUNTERS WILL BE SUPERVISED BY THE SRST GAME AND FISH DEPARTMENT. Each District will designate a shooter; The shooter must provide minutes of district showing that he/she was selected as a shooter. Each district is responsible for the processing of their Elk.

 

  1. For the 2025 Elk Season all tribal members and tribal elderly, disabled or Veteran members will be required to go through a lottery process to obtain a cow elk or bull elk license. There is an application fee of $00 per entry up to 5 entries. An individual may enter both the cow and bull elk lottery. If an individual enters both the cow and bull elk lottery and is successful in both, they must select either the cow or the bull. The forfeited tag will be placed in the second round drawing. All application fees are non-refundable.

 

  1. The auction will take place on the Game, Fish and Wildlife Conservation Department website. Bidding will start at $7500 and will continue until no additional bids are received within 10 minutes after the closing date and time. All winners and losers will be notified by email through the Game and Fish website. Failure to accept your tag will result in the tag going to the next highest bidder.

 

  1. Nothing over six shells in a clip will be allowed to hunt Elk.

 

  1. All members and non-members are eligible, provided, they apply for and have in their possession a valid Elk License. Licenses and special permits with tags shall be issued in a manner and form prescribed by the Game, Fish and Wildlife Conservation Code and in accordance with law. Any other Big Game not listed are not to be hunted with this permit or license and shall be considered closed to hunting unless otherwise specific by season.
     
  2. That any members or non-member residents of the Reservation under sixteen (16) years of age and has passed a “Hunter Safety Course” shall be permitted to hunt only if accompanied at all times when hunting with a licensed person at least twenty-one (21) years of age.

 

  1. ATV/UTV’s are not allowed for Big Game hunting. No hand held radios. Hunters must wear fluorescent Orange or Pink that covers 50% or more of the body area above the waist.

 

  1. All provisions U.S.C. 18 U.S.C. 1164-65 and all provisions of the Standing Rock Sioux Tribe’s “Game, Fish and Wildlife Conservation Code” shall be enforced. These provisions of tribal law are also covered and enforced in accordance with the Lacey Act of 1981.

 

  1. All hunting and fishing within the boundaries of the reservation are governed in accordance with Tribal Law, Title IX, entitled “Game, Fish and Wildlife Conservation Code.”
